Empowering employers for a sustainable and digital future in the Gulf Region

The ILO Bureau for Employers’ Activities (ACT/EMP) played a key role in the Global Labour Market Conference in Saudi Arabia, where Deborah France-Massin, Director of ACT/EMP, led a high-level panel discussion on how Employers and Business Organizations (EBMOs) can support the region’s economic and labour market transformations.

With the Gulf economies investing in digitalization, green transition, and responsible business practices, the role of EBMOs is more important than ever in ensuring that businesses remain competitive, sustainable, and socially responsible. The session emphasized the need for employer organizations to:

Enhance expertise in labour and social affairs to support businesses navigating labour law reforms.
Leverage data and research as strategic assets for informed advocacy and policy engagement.
Develop new services to strengthen member companies' resilience and competitiveness.
Foster regional collaboration to drive Responsible Business Practices (RBC) and sustainability.

The Gulf region is undergoing rapid changes, from economic diversification to labour market shifts, and women’s increasing participation in the workforce. 

Employer organizations have a crucial role in ensuring that businesses adapt to these changes while promoting decent work, inclusive growth, and sustainable business practices.
