Consultancy for Supporting the Initiation Phase of the Project: Coordination, M&E and Reporting

The consultancy aims to provide technical support by establishing the project’s operative structure, including developing a monitoring and evaluation (M&E) strategy aligned with UK-PACT donor requirements. It will involve preparing donor reports through July 2025, translating the theory of change into actionable activities, and updating the project action plan as needed. Additionally, the consultant will offer technical input to coordinate initial meetings between ILO, UN/ESCAP, and key stakeholders. A critical deliverable includes drafting a concept note to establish a working group with policymakers and relevant partners, in alignment with agreements between UN/ESCAP and the donor.
