Call for Expressions of Interest for the Internal Mid-term Evaluation of the “Workplace Compliance through Labour Inspection Guidance and Social Dialogue” Project

The ILO Office for Türkiye is seeking expressions of interest from consultants to conduct a mid-term evaluation of the “Workplace Compliance through Labour Inspection Guidance and Social Dialogue” Project funded by the European Union. For further details about the scope of work, please see the Terms of Reference (Annex-I).

Required Information for Submission of Interest: 

The deadline to submit the expression of interest for the review is by 17.00 pm (Ankara time) on 5 February 2025 Please send an e-mail with the subject header “Workplace Compliance through Labour Inspection Guidance and Social Dialogue” to ankara@ilo.org 

The selection of the external collaborator (Ex-Coll) will be done by the ILO based on their technical proposal, CV and references to past performances to similar works. Proposal to undertake any work under the ToR will be submitted in English and must contain the following information and documents:

• Technical Offer
• CV of the candidate
• * Attaching the proof documents reflecting the experience and the knowledge of the applicants (such as previously prepared reports, etc.) is highly recommended.

Important Notes:

1. The applicants not meeting the minimum requirements (mentioned in the TOR) will be eliminated at the administrative check before further evaluation.
2. The selection of the Ex-Coll will be made according to the evaluation scores to be calculated based on their technical proficiency. The applicant with the highest score will be hired.
3. The technical proficiency score will be calculated based on the criteria listed under “VI. Minimum Qualifications” and “Assets” subheadings of the ToR. The weight of each criterion is given in the “Annex-II: Evaluation Grid”.

Candidates/teams intending to submit an expression of interest must supply the following information: 

1. A description of how the candidate’s skills, qualifications and experience are relevant to the required qualifications of this assignment.
2. A list of previous evaluations/work that are relevant concerning the context and subject matter of this assignment.
3. A statement confirming the availability of the candidates to conduct this assignment in the planend dates and the daily professional fees expressed in US dollars.
4. A copy of the candidates’ CVs 
5. Two recent evaluation reports authored as team leader or team member as per the application. 
6. A statement confirming that the candidates had no previous involvement in the delivery of the project to be evaluated or have a personal relationship with any of the ILO Officials who are engaged in the project.
7. The names of two referees (and their email address) who managed the evaluations mentioned in # 2 above to be contacted.
