Annual evaluation report 2021-22 

This year's Annual Evaluation Report 2021-22 provides a final status report on the implementation of the ILO’s evaluation strategy, as measured against its indicators and targets. It also examines the ILO’s overall developmental effectiveness and presents an outline for a new Evaluation Strategy.

Annual evaluation report 2017-18 

This year in review reflects on the progress made in implementing the ILO's new evaluation strategy (2018), as measured against its three outcomes: (1) Enhanced capacities and systems of evaluation for better practice and use; (2) Enhanced value of evaluation through the use of more credible and higher quality evaluations (independence, crediblity and usefuleness); and (3) Stronger knowledge base of evaluation findings and recommendations. It also reviews approaches towards assessing the ILO's overall effectiveness.

This year’s report reflects on the ILO’s effectiveness and the progress made in implementing the ILO’s extended evaluation strategy (2011-17) as measured against its three outcomes (1) Improved use of evaluation by ILO constituents and management for governance; (2) Harmonized Office-wide evaluation practice to support transparency and accountability; (3) Evaluation capability expanded through enhanced knowledge, skills and tools.

Planned evaluations for 2014-15 are also announced.

Annual evaluation report 2012-13

Particular progress is highlighted in establishing and strengthening an ILO evaluation culture and addressing global and consituent demand for credible information on the impact, lessons learned and cost-effectiveness of ILO policies, programmes and interventions. EVAL has revised its guidance and strengthened its ILO evaluation network by launching evaluation manager training and an e-learning module in collaboration with HRD.

Annual evaluation report 2011-12

This year’s report continues with reporting on progress made under the three outcomes identified in the 2011 evaluation strategy, obstacles encountered and new learning that will be applied in future work and reports. As it is a mid-biennium report, no definite results on the biennial milestone targets can be provided but an approximation of expected results is included. The report also presents work undertaken towards the plan of action for the implementation of recommendations and suggestions contained in the Annual Evaluation Report 2010–11. It also contains the annual listing of evaluations undertaken and an assessment of current evaluation knowledge products.

Annual evaluation report 2010-11

Action during the year under review, 2010–11, responds to the Governing Body discussions on the revised evaluation strategy: “Results-based strategies 2011–15: Evaluation strategy – Strengthening the use of evaluations” that was formulated and endorsed during the March 2011 session of the Governing Body.

Annual Evaluation Report 2009-10

This report covers evaluation performance from several perspectives. It highlights the work done over the past five years, noting progress to date against indicators linked to each of the strategy components, as well as outstanding related challenges and issues. Major improvements reported for 2010 include the survey results regarding follow-up to independent project evaluations, and information systems improvements and the results of analysis of lessons learned. The final section of the report proposes a programme of work for evaluation in 2011.

Annual Evaluation Report 2008-09

In November 2008, the Governing Body made a number of suggestions to improve the report. First, there was a request for more detail on the follow-up to recommendations, and the reasons for partial implementation. Second, there was a call for evidence that lessons were being learned from evaluations and incorporated into future programming. Third, there was a call to move quickly to incorporate the Declaration on Social Justice for a Fair Globalization as the main basis for country and programmatic evaluations, including a call for analysis and recommendations for DWCPs in light of the Declaration. These suggestions have been taken into account in the preparation of this report.

Annual Evaluation Report 2007-08

This report provides an overview of evaluation activities and evaluation performance within the ILO, covering all types and levels of evaluations completed during 2007. It also reports on the follow up to high-level evaluations presented to the PFAC in 2007. It presents the results of an external quality appraisal of independent project evaluations, and the findings of an internal assessment of evaluability of a sample of projects and Decent Work Country Programmes (DWCPs). After summarizing work in progress and planned evaluations for 2008, the report concludes with a summary of main challenges to address for the coming year.

Annual Evaluation Report 2006-07

Key developments during the reporting period were the establishment of the internal Evaluation Advisory Committee and the rolling out of training activities on monitoring and evaluation in both headquarters and the field, which will continue in 2007 and 2008. The ILO’s evaluation capacity has been strengthened and EVAL was able to upscale most of its activities through extra-budgetary funding.
